Wait, this just occured to me – this is spring forward weekend. You lose an hour. Make sure you actually have the venue till the alloted time you think you do. AFAIK 2-3 AM does not really exist…

He's talking about the fda laser show variance and since it's on state/federal property. paranoid about having the laser confiscated.

I recently asked an official at the FDA the following question:
Dear Mr. LT Sean Boyd,
Is it necessary to obtain a variance to administer a non-commercial
laser show? Ie., a laser show given for free at a free venue? For ex.,at my place of employment, we have an annual children's day. I have
been requested to offer a laser show for this event in the past. I havedeclined the request due to uncertainty regarding CDRH requirements.
Can you tell me if a variance is required for a non-commercial laser
show?The response was:
A laser light show variance would be required even if not charging a fee
for the show. The variance is in place to ensure alternate means of
radiation safety are provided during the show.Dale Smith can assist you if interested in pursuing the variance.

after talking with MOP and with them being over budget as well as my own current financial concerns (nailed a deer last weekend in my WRX, costly damage, and needing a rental and what not)
we both decided it was in everyones mutal interest to give this one a pass.
MOP can save a little bit on me, not be as pressed with figuring out timeslots etc etcthose bummed about it, should make the trek to springfield the following weekend. I'll play preety much the same set, and those not able to do that, well ill be back with double the goodies for the next round in psyowa
